In 1951, Himachal Pradesh gained Part C state status and came under the control of a 36-member Legislative Assembly and a Lt. Governor. The Chief Commissioner's Province of Himachal Pradesh was created on April 15, 1948, by combining 30 former princely states. The first Assembly elections were held in 1952. The Indian National Congress was able to join forces with Yashwant Singh Parmar to form a coalition government with 24 seats.

Another part-C State, Bilaspur, was combined with Himachal Pradesh in 1954. It became a Union Territory in 1956 and was given a limited-authority territorial council and a lieutenant governor.
